Disagreement has emerged over the findings of the Joint Investigation Visit (JIV) into an oil spill that occurred on June 25 along Oando Plc’s six-inch Azuzuama-Tebidaba flow line in Southern Ijaw Local Government Area of Bayelsa State.
The spill affected Azuzuama Community and discharged crude oil into the surrounding environment.
According to a field report by the Environmental Conservation Agriculture and Rural Development (ECARD), the incident was caused by induced corrosion linked to sabotage.
Reuben Enai, Director of Petroleum and Pollution at the Bayelsa State Ministry of Environment, who participated in the joint investigation, also concluded that the pipeline rupture resulted from induced corrosion.
Enai said visual examination of the pipeline revealed marks indicating the deliberate application of acid to the upper section of the pipe, arguing that natural corrosion could not have caused damage at the 12 o’clock position.
However, representatives of the host community rejected the findings, insisting the spill resulted from equipment failure and corrosion.
Chairman of the Azuzuama Community Development Committee, Angasei Perediseghebofa, described the outcome of the investigation as flawed.
He argued that visible rust on the exposed pipeline pointed to corrosion rather than sabotage.
Perediseghebofa also alleged that testing equipment deployed by Oando malfunctioned during the investigation, preventing an accurate determination of the cause of the spill.
Vice Chairman of the committee, Uyabara Boneghen, also questioned the reliability of the testing devices used during the exercise.
He further raised concerns over a second leak beneath a platform, saying bubbling gas observed at the site indicated another environmental issue that had yet to be investigated.
A Joint Investigation Visit is a statutory process conducted after oil spill incidents to determine the cause of the spill, estimate the volume released and assess the extent of environmental impact.
Industry experts said the differing positions taken by regulators, the operator and the host community meant the investigation remained inconclusive.
They urged Oando to immediately contain the spill, clean up contaminated areas and repair the reported underwater leak to prevent further environmental damage.
The experts also recommended a separate investigation into the underwater leak to prevent prolonged hydrocarbon discharge and minimise additional environmental and livelihood impacts on the community.
