As the National Population Commission (NPC) prepares for the 2023 Population and Housing Census (PHC), more than 1,000 hackers have broken into the server.
At the “Bloggers/Social Media Interactive Workshop For A Successful 2023 Population and Housing Census” in Abuja over the weekend, NPC Manager Dr. Inuwa Jalingo announced this.
After delivering his paper on “Enumeration Area Demarcation/Process and Methodology of the 2023 Population and Housing Census,” Jalingo answered questions from the audience and said the problem was resolved with the help of “specialized workforce, Information and Communication Technologies (ICT) classes, and mop-up phase.”
He claims that the United Nations (UN) recommendations for the 2020 round of censuses state explicitly that nations should use digital tools for census administration.
Innovative digital tools and procedures will be used in the 2023 PHC, Nigeria’s first digital census, to enhance the census-taking process. The Enumeration Area Demarcation (EAD), recruitment, data quality management, monitoring and evaluation, project management, communications, main data collection fieldwork monitoring and dissemination are just a few of the census processes that have adopted and integrated these tools.
Dr. Inuwa stated that the 2023 PHC’s adoption of technology aims to reduce errors throughout the entire census process, including field data collection, track and ensure complete coverage of the nation during the census, facilitate real-time data transfer for quality checks during the census fieldwork period, shorten timelines, and enable efficient resource deployment. enhance field management, make workflow monitoring easier, and make sure the census results are published on time.
The digital tools for the 2023 Nigeria PHC include the Recruitment Portal, Enumeration Dashboard, Logistics Management Data Quality Management, Quality Assurance (QA), Monitoring and Evaluation Training, Call Center, and Situation Room.
“Technology and innovation were firmly anchored in the 2023 PHC mapping. The EAD was created using the local EADPad. It offered enhanced GIS (geographic information system) data processing and data capture capabilities.
The QA Pad, which was also created for the exercise, offered a tech-based strategy to guarantee real-time QA of the EAD process.
As it will determine the enumerators’ assignment areas and serve as a foundation for allocating resources, both human and material, during the census, the improved digital EA frame created from the EAD is a key tool for the 2023 PHC.
