Court Grants EFCC Consent to Seize Tompolo’s Assets

A Federal High Court in Lagos on Friday gave its assent to a request by the Economic and Financial Crimes Commission, EFCC, to seize all but one of the properties belonging to the former Niger Delta militant, Chief Government Ekpemupolo, popularly known as Tompolo.

Presiding judge, Justice Ibrahim Buba gave the order after Tompolo again failed to appear in court to honour a summons on an alleged fraudulent land contract for the construction of the Nigerian Maritime University.

The anti-graft agency had on Wednesday filed a motion before the court, seeking to freeze Tompolo’s assets. This was after the commission declared him wanted in a newspaper advertorial, following two bench warrants issued against him by the court.

The EFCC is accusing Tompolo and nine others of diverting and converting N46bn belonging to the Nigerian Maritime Administration and Safety Agency, NIMASA. But Tompolo has denied the allegation, accusing the Federal Government of coming after him because he refused to join the ruling All Progressives Congress, APC.

On Friday, counsel to the EFCC, Mr. Festus Keyamo told the court that the efforts by all security agencies to arrest Tompolo had yielded no result, as they were yet to get hold of the first accused person.

The presiding judge consequently granted the application for the EFCC to “seize all the properties belonging to Tompolo except all properties of Global WestVessel Specialist Ltd”.

Support New Party Chairman – PDP Pleads With Members

The Peoples Democratic Party, PDP, Governors’ Forum has called on party members aggrieved over the emergence of Ali Modu Sheriff as the substantive Chairman to support the new leadership so as to return the party to its former status.

This was contained in a statement by the coordinator of the Forum, Mr. Osaro Onaiwu.

According to the governors, it was normal for dissent views to occur in a national party like the PDP.

They, however, urged members to come together and re-strategise ahead of the upcoming elections in Edo and Ondo State in 2016 and the 2019 election and other coming elections.

The forum gave the call following the nationwide outcry that greeted the appointment of Sheriff as substantive Chairman of the party.

The statement reads, “It has come to our notice that some members of our great party have expressed their reservations on the emergence of the new National Chairman, Modu Sheriff.

“As is expected, not everybody can be on the same page in such matters even though of the same party. We wish to appeal to our members to keep the bigger picture in mind, which is to reposition ahead of 2019 with individuals that have the track record in power play.

“It is in this regard that our esteemed members should think carefully before joining the crowd of those baying ‘death to the PDP.’

“As a national party, it is important that every matter is looked at from all sides and not just the negative narrative of the opposition party.

“None of our leaders have been arraigned for terrorism related charges unlike some leaders of the ruling party; it is this we should take clear cognisance of.

“For our party to make the expected headway, we must remain united, discuss our disagreements as a family and refrain from joining those whose desire is to see that the party’s resurgence never happens.”

Protest Over Sacked VCs Goes Violent as Police Fires Tear Gas at Students

What began as a peaceful protest by Nigerian students in Abuja against the sack of the 13 Vice Chancellors of Federal Universities, turned awry yesterday with the arrest of the National President of the National Association of Nigerian Students (NANS) Comrade Tijani Usman, and some other protesting students by the police.

Tijani Usman, who led the protesters to barricade the entrance gate to the Federal Ministry of Education, Federal Secretariat, Abuja, was teargassed and taken into a waiting van alongside other students, while other students were scared away by the police.

The students had carried placards with various inscriptions such as: “Sack Adamu now and reinstate the sacked VCs”, “NANS says no imposition VCs” “Nigerian students say no to wrongful sack of VCs”, “NANS says no to injustice”, among others.

NANS President, Tijani Usman, in his speech before he was arrested, said they were at the Federal Ministry of Education on a peaceful protest against sack of the 13 Vice Chancellors and appointment of new ones without recourse to the Governing Councils of the affected Universities.

He said President Muhammadu Buhari, was misled by the Minister of Education, Mallam Adamu Adamu, into taken the rash decision even when it was obvious that the tenure of some of te  Vice Chancellors sacked had not expired as at February 18, 2016.

Secretary General of the Committee of Vice Chancellors, Professor Michael Faborede, had explained that eight of the affected Vice Chancellors had successfully completed their tenures.

NANS, therefore, insisted that the sack of the Vice Chancellors of NOUN, Prof. Vincent Ado-Tenebe; Federal Universities of Birnin Kebbi, Prof. Lawal Suleiman Bilbis; Gashua, Yobe, Prof. Shehu Abdulrahman; Gusau, Prof. Ben Chuks Okeke; and Oye-Ekiti, Prof. Isaac Azuzu, was illegal and an abuse of due process.

Usman said: “President Buhari, without due recourse to the Governing Councils of the 12 Federal Universities and the National Open University of Nigeria (NOUN), removed their Vice Chancellors without any clear statement as to what their offences may have been.

“The Federal Government should in the interest of due process reverse its decision and reinstate the illegally sacked Vice Chancellors mentioned above. The Minister of Education should stop usurping the powers of the Governing Councils.

“The sack and appointment of replacements without going through the established rigours of participatory emergence is tantamount to destroying excellence and meritocracy in the university system,” he said.

However, trouble started when appeal by some top officers of the Nigerian police deployed to monitor the protest,  for the students delegate their leader to meet with the Minister of Education in his Office failed.

The students who were angry that the Minister or none of the officers from the Ministry Ministry of Education had come out to address them, insisted that they would not leave the environment until the close of work.

The directive by the NANS President that all the protesting students should sit down under the scorching sun blocking the way while waiting for the Minister to come out and address them infuriated the police and began to fire teargas to disperse the protesters.

Meanwhile, the Minister of Education, Mallam Adamu Adamu, has said that there was no going back on the removing of the Vice Chancellors and their replacement with new appointees.

He spoke while fielding questions from newsmen after the flag-off of the 2015/2016 Annual School Census held at Federal Government Secondary School, Garki, Abuja.

Adamu, however, confirmed that he has received written petition from some of sacked Vice Chancellors who are yet to complete their tenure and that government would look into their demands.

Professor Wole Soyinka, has asked the Federal Government of Nigeria to convene an emergency economic conference to save the nation from its current economic troubles.

Professor Soyinka made the call on Thursday when he visited the Minister of Information and Culture, Mr Lai Mohammed in Abuja, Nigeria’s capital.

“The economic condition of the nation of the people does not deteriorate overnight, something came before that deterioration. A certain prolonged and unchecked process of attrition which was neglected in the past is now knocking on the door,” he said.

Nobel laureate observed that Nigeria’s current economic challenge was the product of bad leadership over the years, stressing the need for an emergency economic conference where experts would brainstorm on the solutions.

“The consequences of past misgovernance in other words, is what we are undergoing right now, but at the same time, we must rely on our objective economic exploits to tell the government when it is going wrong. When it is taking certain measures which might just compound the problem and in the end make the people the ultimate victims.

“I agree with those who say the economy is bad (it is obvious) and I think that the President should call an emergency economic conference in which experts will be invited (such as) consumers, producers, labour union, university experts, professors and others. I think we need a rescue operation, bringing as many heads together and plotting the way forward,” he said.

Professor Soyinka also asked Nigerians to be patient with the current anti-corruption crusade of President Muhamadu Buhari.

Lagos Agro Summit to Attract $15 Billion Investment

Bracing up with the reality of agricultural business, the Lagos State Ministry of Agriculture is set to hold the maiden edition of the state Agrofood Global Investment Summit billed to hold between April 26 and 27, 2016.

The summit is scheduled to hold at the Johnson Agiri Agricultural complex, New Oko Oba , Agege, the summit is channelled at creating over five million jobs through a massive direct foreign investment of $15 billion, an approximately N3 trillion to Lagos State Aggro sector.

The investment, according to a released signed by Mr Pius Fadaka, Media Director, FOA Consultants, a coordinating partner of the summit, will attract over 35 foreign investors from Asia, Europe and Americas.

“In a statement by the state Ministry of Agriculture to FOA Consultant, coordinator to the investment summit, the ministry has identified 23 key Agriculture value chains for investment in Lagos State,” the release stated.

The two-day Agro Food Global Investment summit, also seek to provide all Agro inclined financial institutions, multinationals, conglomerates, investment agencies, global funding partners and the local governments a fruitful integration of the public-private sector agencies, the opportunity to interact intensively with heterogeneous players in the Agrofood industry toward boosting the desired investment growth in Lagos state Agrofood sector.

“The summit will also avail the state the avenue to showcase it rich potentialities in terms of aqua base resources, agro based manufacturing, productions and allied industries among others.” The release added.

2016 Budget: Reps Query DPR Over N30.570 Billion Overhead Cost

The  House Committee on Petroleum Resources, on Thursday, queried the Department of Petroleum Resources (DPR) over N30.570 billion overhead cost it proposed in the 2016 appropriation bill.

The committee, during the DPR budget defence, demanded for the nominal roll of the agency, as well as three years’ audited accounts with the view to ascertaining details of revenue generated within the years under review.

Members of the committee also queried the sum of N624,742,774 proposed for acquisition of non-tangible assets; N183.294 million for purchase of fire fighting equipment, N184,820,226 for purchase of furniture and fittings and N80.328 for construction/provision of fixed assets.

The lawmakers also frowned on the sum of N16,856,642,764.47 proposed for benefits and allowances in 2016 and N16,946,912,541.50 approved in 2015 Appropriation Act for the agency with 1,180 staff.

According to the committee, average of N25 million was being taking by each staff per annum, while the sum of N34 million was proposed for refreshment and meal by the agency.

Responding to questions from the committee on the internally generated revenue of the agency, DPR’s Assistant Director, Budget and Planning, Mr Wole Akinyosoye, disclosed that the total sum of N587,643,105,395.23 realised by the agency in 2015 was remitted to the Federation Account.

In a related development, the House Committee on FCT Area Council and Area Councils and Ancillary Matters, chaired by Zephaniah Jisalo, urged Muhammad Bello, FCT Minister, on the need to ensure adequate provision of critical infrastructure in the satellite towns in the bid to reduce congestion in the city center.

Arms Deal Scandal: EFCC Amends Charges Against Metuh

Appeal Court Panel Overturns Metuh's Sentencing

The Economic and Financial Crimes Commission (EFCC) has brought an amendment charge against the Peoples Democratic Party (PDP) Publicity Secretary, Olisa Metuh, one week after closing its case.

According to the Prosecuting Counsel, Mr. Sylvester Tahir, the new charges will have no material effect on the earlier charges brought against Mr Metuh.

He says it’s an opportunity to effectively prosecute the case and asked the court to compel him to take his plea afresh.

Counsel to Mr. Metuh, Onyechi Ikpeazu did not object to the new charges and when it was time to take his plea, Mr. Metuh pleaded not guilty and also entered a no case submission.

The case has been adjourned to the February 25, 2016 to allow Mr. Metuh defend his no case submission through a written address which will be adopted on that day.

Metuh was on January 28, 2016  released on bail.

A Federal High Court had on Wednesday, varied the bail conditions given to Mr Olisa Metuh.

Justice Okon Abang, signed his release warrant, upon being satisfied with the verification of the details of the two sureties provided by the accused and the title documents of the property owned by the sureties.

Buhari to Launch Abuja-Kaduna Rail Project in May – Amaechi

The Minister of Transportation, Rotimi Amaechi, has revealed that the Abuja-Kaduna Rail Project would be launched in May this year.

He made this known on Thursday while inspecting the project alongside the contractors, China Civil Engineering Construction Company at Idu in Abuja, Amaechi said the project was 100 percent completed.

Amaechi noted that the rail will be test-run in March before the launch, by President Muhammadu Buhari in May, According to Amaechi, during the period of test-run, passengers will board for free.

The Minister said a total sum of N150 billion would be used to execute the national rail project, with another 60 billion for the Lagos-Kano standard gauge and yet another 60 billion for the Lagos-Calabar project.

He said, “What we are doing is implementation of what we met in office. We are not among those who will abandon good ideas.

“If we see an idea that is good, we will adopt it. The Lagos-Kano project was awarded by former President Olusegun Obasanjo and we are flying with it.

“The Lagos-Calabar project was awarded by former President Goodluck Jonathan and we are also flying with it. What we are doing is implementing those projects that have not been implemented for so many years.’’

Amaechi appealed  that the Abuja Light Rail be used to pick passengers from the city center to Kaduna since the project is yet to commence.

“The Abuja light rail is expected to start from Abuja and de-board passengers at Idu from where such passengers will move to Kaduna but since the Abuja light rail is not ready, we shall use their tracks to continue to pick passengers from Abuja until they are ready and then we will disengage the temporary facility.

“The role of the station is to convey passengers to Idu, where they will be transferred to the national rail line to proceed to Kaduna,” he said.

President Buhari Appoints Ooni of Ife, Chancellor of UNN

President Muhammadu Buhari on Thursday named the Ooni of Ife, Enitan Adeyeye Ogunwusi Ojaja ll, as the Chancellor of University of Nigeria, Nsukka, UNN.

The Director of Media in the Ooni’s Palace, Moses Olafare,  said the appointment letter was signed by the Minister of Education, Adamu Adamu, on behalf of the President.

Olafare said, “This appointment would enable the monarch to build more bridges of friendship, most especially across the Niger.”

The Ooni’s media Director applauded President Buhari for recognizing the efforts of the monarch in fostering peace and unity among Nigerians.

According to Olafare, the Ooni will bring his wealth of experience and connections to promote unity and the harmonious working relationships in the university.

Olafare also enjoined Nigerians to promote issues that could foster unity to ensure speedy development rather than playing up their differences.

“It is incontrovertible today that Ooni Ogunwusi is a bridge builder and being the youngest chancellor appointed for the only university bearing ‘Nigeria’ is worth the celebration.

“His appointment as chancellor, University Of Nigeria, Nsukka is considered as a positive sign that can further enhance peaceful coexistence of our dear nation,” he said.

Olafare further revealed that the Ooni would officially assume office on the 20th of February, 2016.

FG to Use N2.2trn in TSA Account to Fund Budget- Minister

The Minister of Budget and National Planning, Mr Udo Udoma, on Thursday said  that the Federal government of Nigeria is planning to use the 2.2 trillion Naira proceeds from the Treasury Single Account (TSA)to fund the nation’s 2016 budget.

He gave the hint at an event organised by the Office of the Accountant General of the Federation.

The Minister advised the state governments to implement the Treasury Single Account (TSA) system to reduce cost of governance.

Mr Udoma also said that the TSA system was one way of funding the budget and to impart positively on the lives of Nigerians at the grassroots.

“Efforts should be made to enhance internally generate revenues and also to block financial leakages while introducing cuts and control measures, particularly in the recurrent budget.

“The states should also explore the possibility of introducing devices such as the treasury single account system,” the Budget Minister noted.

The TSA was introduced by the current administration after it took over pay in May last year and was fully adopted by all government ministries and agencies on September 15.

The Muhammadu Buhari-led administration said the TSA was introduced to block leakages and ensure that all government revenues were properly monitored.

Troops Discover Boko Haram Market in Borno

The Nigerian Army has rescued 195 captives, discovered a patent medicine outlet and also a major market operated by members of the Boko Haram sect at Gulumba in Borno State, northeast Nigeria.

The Army spokesman, Sani Usman, said that a number of insurgents were killed and a lot of items recovered during a raid carried out by troops of Seven Division Garrison, comprising the 112 Battalion and Armed Forces Special Forces on Wednesday.

The Army carried out the raid on suspected Boko Haram terrorists’ locations at Kwaptara, Mijigete, Garin Boka, Mosole, Ngubdori, Ma’asa, Dukje and Gulumba in Dikwa and Bama Local Government Areas of the state.

Items recovered from the terrorists were military items – camouflage uniforms – rifle magazines and grenades – two logistic trucks, 180 motorcycles, 750 bicycles, 100 kva Mikano generator, grinding machine and various perishable materials.

EFCC Seeks Court Order To Seize Tompolo’s Property

The Economic and Financial Crimes Commission (EFCC) is seeking a court order to seize all property belonging to former Niger Delta militant leader, Government Ekpemupolo popularly known as Tompolo.

In the motion filed by Counsel to the EFCC, Mr Festus Keyamo at the Federal High Court, Lagos , the Commission’s sought order is pursuant to Section 80 & 81 of the Administration and Criminal justice Act, 2015.

The EFCC said the property seizure was sought pending the arrest and arraignment of Tompolo before the court.

The following property were listed in the application: Property at N0. 1 Agbamu Close DDPA Extension Warri (Effurun), Delta State, All property of Mieka Dive Limited and Mieka Dive Training Institute Limited situated at No. 77, Lioth Street, ODPA Ugborikoko, Uvwie Local Government Area, of Delta State. All property of Global West Vessel Specialist Limited, All property of Muhaabix Global Services Limited and A River Crew Change Boat named MUHA – 15.

Others are: The property known as “Tompolo Dockyard”, by the end of Enerhen Road, Effurun, Warri, the property known as “Tompolo Yard”, at the end of Chevron Clinic Road, next to Next Oil, Edjeba, Warri, the Diving School at Kurutie, at Escravos River and another known as “Tompolo House” at Oporaza Town opposite the palace.

The former militant warlord was recently declared wanted by the anti-graft agency following his failure to appear before the court to face trial on the charges preferred against him.

Tompolo and the former Director of the Nigeria Maritime Administration and Safety Agency (NIMASA), Patrick Akpobolokemi and eight others were accused by EFCC of converting about 34 billion Naira belonging to the agency for their personal use.

While the others including Akpobolokemi had appeared in court to answer to the 40 count charges filed against them by the anti-graft agency, Tompolo had failed to be in court twice which made the court grant an order for his arrest.

The trial judge, Justice Ibrahim Buba, handling the case, had on January 12 issued a bench warrant for the arrest of Tompolo.

Again on February, 8, the judge renewed his orders, and also directed all security agencies in Nigeria to produce Tompolo in court.

Buhari Appoints Tolu Ogunlesi as Head of New Media

President Muhammadu Buhari has appointed Mr Tolu Ogunlesi as his Special Assistant on Digital and New Media.

Mr Ogunlesi’s appointment was announced on Thursday by the Special Adviser to the President on Media and Publicity, Mr Femi Adesina.

Ogunlesi, a renowned blogger and journalist, graduated from the University of Ibadan in 2004, and obtained an MA in Creative Writing from University of East Anglia in the United Kingdom in 2011.

Before his appointment, Ogunlesi had worked as a Features Editor and Editorial Board member of NEXT Newspaper.

He also worked as a West Africa Editor for the Africa Report magazine from 2014 to 2015.

Ogunlesi is a two-time winner of the CNN Multichoice African Journalism Awards, and a 2015 New Media Fellow of the U.S. State Department’s International Visitor Leadership Programme (IVLP).

He would be assisted by Bashir Ahmad, who is a Personal Assistant to the President on New Media.

Lots of us kicked off the new year pledging to lose weight and get fit, but many people already lost or are starting to find their resolve slipping. Gyms that were overflowing with people in the first week of January are now a bit less crowded. Perhaps people are finding it a bit more difficult to fit the gym into their busy schedules, or they aren’t seeing results quickly enough and are becoming unmotivated. This is not much of a surprise — admit it, perhaps this describes you?

Well, what if I told you there was a way to finally get fit for good, and to have a personal trainer with you all the time? Actually, it’s probably already with you now — in your pocket. Android apps can turn your phone into a fitness motivator, training partner finder, and diet tracker like you’ve never seen before. So c’mon, get off the couch, and come with me on a tour of the best apps yet for getting in shape.

Learn a new routine

If you’re starting from a low fitness level, or don’t know how to draw up a proper training plan, don’t panic — RunDouble Couch to 5k is a great place to start. It helps you work your way up gradually, from short walks to a full 5k run. If you have a gym membership but always find yourself doing the same routine and struggling for new ideas, a personal trainer app may be just the ticket. Apps like Men’s Health Workouts, Spartacus Workout, and You Are Your Own Gym all suggest workout plans for you to follow, and can walk you through various weight-based and cardiovascular exercise routines (including videos in some cases). You’ll be doing more reps in no time! And if you can’t make it to the gym, don’t let that stop you from working out! Wherever Workout gives you routines for wherever you are and however much time you have, such as a series of abdominal exercises you can do from your desk, a hard workout you can do on your own in a hotel room, or stretches you can do in an airplane seat.

Tracking your progress is a great way to stay motivated. If you like to run outside, then apps such as Google’s Fit, My Tracks or RunKeeper can use your phone’s built-in GPS to track your run route on a map and measure the speed and distance covered. And so you don’t have to keep glancing down at your phone while pounding the streets, RunKeeper can also give audio updates of the distance you’ve covered so far and how fast you’re running, to help you keep to time. JEFIT can also help you keep detailed statistics of how much you’re working out, and recommend new workouts based on what you’re doing.

Use a workout device

Android is a very flexible operating system — you can get fitness devices that work with your Android phone to help you improve your workouts. With a Bluetooth heart rate monitor (such as the Polar WearLink+ or Zephyr HxM) you can use an app like CardioTrainer or Endomondo Sports Tracker to make sure your heart rate is in the right range for burning fat or building your endurance. The Garmin Fit app can connect a foot pod to track how far you’re running indoors, or a speed/cadence sensor if you’re riding a bike outside. And you can even get an Android phone designed especially for working out! Sony’s Xperia Active could be your very own pocket-sized workout buddy — it has a sweat-resistant coating, and the touchscreen will work even when your fingers are sweaty. It comes preloaded with fitness apps and in addition can run all the Android apps we’ve mentioned. It’s the perfect keep-fit phone!

Get motivated

Studies have shown that listening to music is a great way to get and stay motivated while working out. It’s easy to use an app like Deezer or Spotify to make a playlist of songs that really get your heart pumping. You can also use TuneIn Radio to listen to your favourite radio stations and Google Listen to listen to podcasts. Working out with a buddy can also make it easier to commit to getting fit. A little healthy competition can be a great spur, so use an app such as Softrace to map your progress and compare it to your friends’ — may the best man or woman win.

Change your lifestyle

If you’re trying to lose weight, it’s helpful to keep track of what you’re eating. There are lots of apps out there that can help you count calories, plan meals and make sure you’re eating the right kind of food for your new fitness regime. Lose It! can help you set a daily calorie budget and stick to it. And if you’ve been meaning to quit smoking, QuitNow! can give you the kick you need — it offers a step-by-step programme for weaning yourself off cigarettes, and the built-in tracker shows how much money you waste on cigarettes that could be better spent on other things.
