China has reiterated its commitment to fostering a global community with a shared future through strategic diplomatic engagements and multilateral cooperation.
This position was articulated by Prof. Qu Bo, Director of the Institute of International Studies at China Foreign Affairs University, during a seminar on “Exchange of China’s Experience in Reform and Opening-Up for Developing Countries” held in Beijing.
The seminar, which spans two weeks, focuses on sharing China’s development trajectory and reform strategies with developing nations.
Speaking on the topic “Four Global Initiatives and Building a Global Community with Shared Future,” Qu outlined China’s diplomatic framework anchored on four key initiatives: global development, global security, global civilisation, and global governance.
He explained that the initiatives aim to promote stable and balanced relations among major powers, drive reforms in global governance systems, and strengthen cooperation with neighbouring and developing countries.
According to Qu, China’s diplomatic approach has evolved significantly, shifting from a traditionally cautious global posture to a more assertive major power diplomacy under the leadership of Xi Jinping.
He noted that this transformation is guided by the “Xi Jinping Thought on Diplomacy,” which emphasises peaceful development, mutual respect, and win-win cooperation.

Qu acknowledged that the global landscape is currently facing unprecedented challenges, including geopolitical tensions and economic disparities.
He stressed that the two major global concerns remain peace and development—issues historically framed as East-West relations and North-South economic imbalances, respectively, a concept originally advanced by Deng Xiaoping.

Qu maintained that China is deliberately pursuing policies that foster fairness and justice in international relations while strengthening partnerships across the Global South.
He described the Belt and Road Initiative as a critical platform for international cooperation, spanning infrastructure development, trade expansion, innovation, and people-to-people exchanges.
He further disclosed that China had successfully lifted over 100 million people out of poverty by 2020, achieving a target initially set for 2030.
According to him, China continues to contribute actively to the United Nations 2030 Agenda for Sustainable Development by supporting developing nations in areas such as agriculture, education, infrastructure, and industrialisation.
