Our National Budget tainted With Corruption-ANPP

The All Nigeria Peoples Party (ANPP) has accused the Peoples Democratic Party (PDP)-led Federal Government of its negligence to corruption and underhand dealings under the guise of implementing the national budget.

The party said the Federal Government is guilty of progressively stirring the country in the direction of doom through gross under performance of national budget. In a statement issued on  Wednesday by its National Publicity Secretary, Chief Emma Eneukwu, the party gave several instances of budget failures, saying in  2006, Nigeria was scored 20 per cent; in 2008 it was 19 per cent; and in 2010 it was 18 per cent.

It said the party’s attention has been drawn to reports about the 2012 Open Budget Index released by the International Budget Partnership in Washington DC last week, wherein Nigeria was scored 16 per cent. The biennial survey, which commenced in 2006, assessed whether the central government in each country surveyed made key budget documents available to the public, as well as whether the statistics contained in the documents were comprehensive, timely and useful.

“In fact, when compared with other 100 countries surveyed, who scored an average of 43 per cent, our performance is appalling to say the least. This reality should worry every patriotic citizen. “Our great party notes with disappointment, that our country’s score of 16 per cent shows consistent descent in the transparent process expected of governments in the management of public resources.

“First of all, it is a universally accepted norm and a manifest truth that a government’s transparency in budgeting is tantamount to transparency in the use of the people’s resources.
The party said the Senate last week also lamented how the budget is not serving the people and the nation.
